Expert seminar on European and international policy agendas on children, youth affairs and children's rights

In the historic city of Leuven, experts and policymakers meet to contribute to the improved alignment of policy agendas within the European Union, the Council of Europe and the United Nations.

What is this event about?

Experts and policymakers in the field of children, youth affairs and children’s rights will gather to discuss the European and international policy agendas on youth affairs and children’s rights, with a focus on policy coherence. The aim is to discuss institutional, procedural and substantive tools and instruments to improve this coherence.

We have arranged sessions and workshops aimed at fostering meaningful dialogue among policymakers and experts at both national and European levels. Within these sessions, the EU Youth Coordinator and the European Commission Coordinator for the Rights of the Child will outline their respective priorities and approaches. Furthermore, noteworthy examples of exemplary policy-making at national level will be showcased, as well as good practices from several international and local organisations. 

Next to this, we will highlight the active participation of children and young people in policymaking. We will provide participants with information about existing EU-wide tools for child and youth participation, aiming to better inform policymakers about the means to co-create policy with children and young people. This approach will allow policymakers to create tailored policies and make decisions in the best interests of children and young people.

Why is it important?

By bringing together experts and policymakers in the field of youth and children’s rights, we aim to share knowledge, insights and best practices to identify existing policy gaps and areas of synergy across the policy spectrum of the EU, the Council of Europe, and the UN. The goal is to contribute to a better alignment of policies to enhance their coherence and effectiveness.

Which outcomes are expected?

The keynotes and workshop discussions aim to create an inspiring learning environment for participants, with the following objectives:

  1. Contribute to better alignment of the European and international policy agendas on children, youth, and children's rights: foster a common understanding of existing policy gaps and overlaps and explore potential synergies and cooperation.
  2. Promote stronger ties between youth and children's rights policy at the EU level, as well as with the Council of Europe and the UN.
  3. Establish connections between the European Youth Strategy 2019-2027 and other relevant policy instruments.
  4. Provide input for the revision of the Council Conclusions on European and international policy agendas on children, youth, and children’s rights (2010/C 326/01).
  5. Evaluate the document ‘State of the art – the European and international policy agendas on children, youth, and children's rights’.

The outcomes of the seminar will contribute to the Council Conclusions on the European and international policy agendas on children, youth, and children’s rights proposed by the Belgian EU Presidency. These conclusions are intended for discussion and acceptance by the Council of Ministers in May 2024.
