Business Meeting of National Agencies in the field of youth
This meeting gathers the directors of the National Agencies in the field of Youth, the implementing bodies for the Erasmus+ Youth and European Solidarity Corps programmes. They will discuss the evaluations of the programmes and formulate recommendations to feed into the overall evaluation and the further development of the programmes till 2027.
What is this about?
The 27 member states of the European Union and 6 non-EU countries, participate in two EU programmes offering European activities for young people. The Erasmus+ programme has a specific chapter on Youth for activities in an out-of-school context of non-formal learning. The European Solidarity Corps offers volunteering opportunities. Both programmes are managed through National Agencies in each country that participates in the programmes. These National Agencies have the responsibility to promote the programmes in their own country and to manage the funding of European youth projects that are eligible and assessed positively.
The European Union programmes Erasmus+ and European Solidarity Corps have been approved by the Council of Ministers and the European Parliament for a period of 7 years from 2021 till 2027. The legal bases of both programmes foresee a mid-term evaluation to be performed in 2024. At the same time the final evaluation of the programmes during the preceding period 2014-2020 is planned. The European Commission and the participating countries each deliver an evaluation report on the programmes in the first semester of 2024.
Why is this important?
As implementing bodies for the programmes in each country, National Agencies in the field of Youth, will discuss their contribution to the evaluations, both mid-term and final, based on their experience with and knowledge about the development of the programmes. Their discussion should lead to common observations and recommendations to feed into the overall evaluation and the further development of the programmes till 2027. It should also inspire the shaping of new programmes beyond 2027.
Which outcomes are expected?
The outcome of the meeting will be documented in a report for the network of NA’s, by the rapporteur of the meeting. An executive summary will be drafted under the responsibility of the coordination group and will be presented and discussed with the relevant units of the Directorate-General for Education, Youth, Sport and Culture of the European Commission (DG EAC), responsible for the implementation and coordination of both programmes. The executive summary will also be used in the context of discussions in the Youth Consultation Group, set up by Youth Unit of DG EAC. Each National Agency can also present the executive summary to its National Authority.
